Equipment rental service for block 9 oil field-Second round bidding

1    INTRODUTION
This RFT document is issued to subcontract the [Equipment rental service] for Dry gas pipeline and LPG pipeline Project, which is located at block 9 oil field, Iraq.
1.1    China Petroleum Pipeline Engineering Company Limited -Iraq branch (“CPP”) has, issued this Request for Tender (“RFT”) to selected bidders (each a “Bidder”) in order to obtain bid submissions in relation to the project described in brief in paragraph 3 below and in more detail in the scope of work set out in Appendix 6 to this RFT (“Scope of Work”).

1.2    Following submission of the Bids, CPP may select one Bidder to enter into a legal agreement with CPP in the form set out in Appendix 10 to this RFT (“Agreement”). The Agreement shall detail the Scope of Work, the terms and conditions and agreed fees pursuant to which CPP may engage the selected Bidder(s) to perform all or part of the Scope of Work.

2    DEFINITION

 Bidder: The subcontractor/service provider who will take part in the Bidding

3    OVERVIEW OF THE WORK
3.1    CPP has been awarded by Construction Services for Dry gas pipeline and LPG pipeline Projects. The Project is located at block 9 oil field, Iraq. 
3.2    Selected Bidder will be engaged to carry out the Equipment rental service.
3.3    The Scope of Works are to be completed within time frame provided by CPP.
3.4    The Bidder shall supply the Equipment to work in the block 9 oil field , including but not limited to Pipe trailer With 12m long, Low-bed, Low-bed Per number of times, Low-bed Work 8 hours or more, Low-bed large scale equipment, Crane130 ton, Crane50 ton, Crane20 ton, Truck Crane 8 ton , Truck Crane 10 ton, Truck Crane 12ton, Pickup, Excavator, Oil tanker with, Dump truck, Grader, Man lift 20m-27, Bulldozer, Rubber tyre Roller , Shovel, Kia Bongo truck, JCB , Shovel(pipe grabber) , Excavator type rock drill, long arm excavator.
 

4    SUBMISSION OF BIDDING DOCUMENTS

4.1     Bidding documents shall be composed of TWO parts, Technical Proposal (Un-priced) and Commercial Proposal.
In case of any issue needs to be clarified, please inform the Tenderee in a written form (the Clarification Template attached with the RFQ Files), and sent to the following email address:

If the bidder has any objection to the technical, commercial requirements in the tender documents, the bidder is requested to clarify in writing to the Tenderee within 7 days of receipt of the bidding documents, and no clarification will be accepted after the deadline. If no clarification is provided to the Tenderee, it will be deemed that the bidder can meet all the technical and commercial requirements. The Tenderee has the right to reject the deviation items pointed by Bidder and regard the bidding documents as unqualified.

4.2    Acquisition of Tendering Documents
Time of receiving the tendering documents(Request for Tender): 9:00 AM on 4th July, 2024 to 5:00 PM on 9th July, 2024 (Abu Dhabi time, the same below).

4.3    Submission of Bidding Documents

Bidding documents shall be composed of two components, Technical Proposal (Un-priced) and Commercial Proposal. 
Main Receive Mode(Email)：
The Technical proposal shall be submitted to  biddingtechnical02@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 15th July, 2024.
The Commercial proposal shall be submitted to bidcommercial02@enlinkenergy.com before 9:00 AM (Abu Dhabi Time), 15th July, 2024. The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: password@enlinkenergy.com. The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of the  designated email ID.

4.4    Should the Bidder fail to submit before the aforesaid deadline, the Proposal Documents will be rejected. The time presented in the e-mail shall be considered as the submission time.

4.5    Before the deadline indicated above, the Bidder is entitled to request the Tenderee to check whether the proposals have been successfully delivered to the assigned email address by sending the email to the undersign.

4.6    Before 3 days ahead of the deadline indicated above, the Bidder is entitled to request the Tenderee to postpone the deadline for no more than 7 days in total in case of puzzles/difficulties happening to the vendors for preparing the bidding documents.

7    Special Instructions to Bidders
 7.1 The Bidder shall submit all required bidding documents in both PDF and Editable version to convenient Tenderee evaluation work.
7.2 Enlink Energy FZE is registered in Dubai, CPP’s wholly owned subsidiary corporation, Tenderee may select Enlink Energy FZE as the Buyer of Purchase Contract of the bid on behalf of the Tenderee. Tenderee reserves the right of final interpretation for the tendering documents and confirmation of the Buyer.

8    Qualification documents including but not limited to:

    The lessor must ensure the integrity of the vehicle, the vehicle equipment must be in good working condition before entering the site, no oil leakage or damage, and the vehicle life must be within 10 years.
    Bidder confirms that the Bid is in full and strict compliance with all the requirements stipulated in the RFT.
    The equipment and vehicles provided by the leasing company must have the certificates required for the oilfield.
    Bidder provides all vehicles and equipment that must be in good condition, free of oil spills or damage, for a period of 10 years. The work site is located in the block 9 oil field.
    3.3% Government tax is collected and withheld by the employer.
